The QAC Free Laptop Program is a program designed to assist in digital equity and inclusion efforts in Queen Anne's County by providing new, internet-enabled devices to eligible households who are most in need.

Eligible households are identified as a household with an income at or below 200% of the Federal Poverty Guidelines. However, applying does not guarantee acceptance into the program. Computers are limited, so apply as soon as possible to ensure your house receives its free computer while devices are available.

The application for the program opens on June 1, 2023 and closes on December 1, 2023.

We have provided a variety of ways to apply to best suit all household. Please choose the method that’s right for you:

Proof of current enrollment in one or more of the following programs would serve as a qualification:

• Supplemental Nutrition Assistance Program (SNAP), formerly known as Food Stamps
• Medicaid
• Special Supplemental Nutrition Program for Women, Infants, and Children (WIC)
• Supplemental Security Income (SSI)
• Federal Public Housing Assistance (FPHA)
• Veterans Pension and Survivors Benefit
• Free and Reduced-Price School Lunch Program or School Breakfast Program
• Received a Federal Pell Grant in the current award year
• Enrollment in the federal Affordable Connectivity Program (ACP)

For households that qualify with an income at or below 200% of the Federal Poverty Guidelines. The following documentation will be accepted as part of the application process:

• The prior year's state or federal tax return
• Pay stubs
• A Social Security statement of benefits
• A retirement/pension statement of benefits
• An Unemployment/Workmen's Compensation statement of benefits
• Enrollment letter in an eligible government assistance program
• Proof of participation in an eligible government assistance program such as a program card with the applicant’s name and/or photo on it.The following household income and size criteria are used to determine eligibility for the program:

Please call us at 410-758-0848 x2704 between the hours of 9:00 AM – 4:00 PM, Monday through Friday.

If approved, you will receive a confirmation letter from the Queen Anne’s County Department of Community Services, informing you of your official approval. You will also receive a set of instructions on how to schedule your device pick up at the Queen Anne’s County Library location you chose during the completion of your application.

The program provides new, internet-enabled devices with a minimum of 13” screen, chrome OS, SD card reader, dual band Wi-Fi, 2 USB ports, headphone and video output jacks and a one-year manufacturer’s warranty. The approved bidder, HP, Inc., plans to provide model HP Chromebook 14 G7 or similar in accordance with their contract.

Eligible households may receive only one device per address.

No. Devices may only be released to the applicant who has been officially approved for the program. No one other than the authorized applicant will be permitted to pick up a device.

During the completion of your application, you will be asked to select a Queen Anne’s County Library location as your designated pick-up location. You will be able to pick up from the following locations:

• Centreville: 121 South Commerce Street, Centreville, MD 21617
• Kent Island: 200 Library Circle, Stevensville, MD 21666
• Mobile Library

There is no cost to eligible households to receive a device through this program.
